Permanent School Fund

This fall, there will be a question on all Minnesota ballots asking voters whether or not they want to increase the funding going to all school districts from the permanent school fund.

What is the permanent school fund?

The Minnesota permanent school fund (PSF) is one of the oldest funding sources for public education in our state, established constitutionally in 1858.

The PSF was created to support public education through revenues generated from school trust lands and investments held for the benefit of Minnesota students.

Why is this proposal being considered now?

  • The fund has grown to more than $2.3 billion.
  • Experts concluded the current distribution formula no longer reflects many modern trust and investment management practices.
  • A nonpartisan task force unanimously recommended updating the formula.
  • The proposal later received strong bipartisan support before being placed on the ballot.
  • The amendment does not raise taxes.
  • The goal is to help today's students benefit from a larger share of the fund's returns while preserving the fund for future generations.

Voting Information

Official Ballot Language

“Shall the Minnesota Constitution be amended to increase the funding going to all school districts from the permanent school fund, which is a fund that supports school districts without raising individual income or property taxes, effective July 1, 2027?”

Leaving the ballot question blank is a “no” vote according to Minnesota voting rules.
