MPS continues mediation with MFE over the weekend
Minneapolis Public Schools (MPS) and the Minneapolis Federation of Educators (MFE) continued negotiations on Sunday, Nov. 2, 2025. MPS remains committed to reaching an agreement quickly that is student-centered, fair, and that substantially addresses union and district priorities within available resources. MPS is ready and willing to meet as often as necessary, at any time to reach agreement with MFE.
MPS has passed multiple comprehensive packages intended to settle all three contracts over the past few days:
-
Our offers address key areas including reduced class sizes and caseload caps, pay parity for adult educators, and significant salary and benefit enhancements for ESPs and teachers.
-
In addition to reduced class size caps, MPS is also proposing contractual caseload caps that will provide additional staffing support. Both MPS and MFE share this priority of reducing class size and caseload caps, but the district cannot afford all of MFE’s current proposals.
-
Additionally, MPS has also offered teachers an accelerated salary schedule by reducing the number of steps, a $1,000 lump sum payment in year one (2025-2026), and a 1.5% increase on the salary schedule in year two (2026-2027).
Below are projected examples for how the MPS proposal will impact individuals at various steps and years of experience.

NEW Projected Licensed Teacher Salary Schedule in MPS Offer - as of Nov. 1, 2025
Throughout the life of the contract, MFE’s current proposals are estimated to cost:
- Proposals for the birth - 22 teacher contract: $30.86 million
- Proposals for the ESP contract $10.74 million
- MFE’s class size proposal: $20.4 million
- MFE is maintaining additional proposals with significant costs including but not limited to counselors, social workers, etc.
Our revenue is not projected to increase enough to cover all of MFE’s current requests. The district is likely to face reductions to state and federal funding and must be prepared to prioritize resources to mitigate any changes to programs and services. MPS remains open to collaborating with MFE on how to allocate the available resources but the district is not in a financial position to add additional funding.
