Minneapolis Public Schools -Annual Asbestos Notice
Minneapolis Public Schools continues its efforts to monitor asbestos in District buildings and respond in a cautious and pro-active manner. The Environmental Health & Safety Division performs periodic surveillance and re-inspections of all asbestos-containing materials to ensure that the materials are maintained in a good condition. Whenever asbestos materials are disturbed or response action is required, appropriate precautions, as defined in federal and state regulations, are followed. Our efforts are designed to provide a safe and healthy environment for all students and building occupants. Asbestos management plans for applicable buildings, are available for review by calling 612-668-0307 or emailing Jason.karpe@mpls.k12.mn.us

Minneapolis Public Schools recently adopted regulation 7010 B. The purpose of this regulation is to establish the District plans to conform to the Federal Communication Commission (FCC) requirements for radio frequency emissions on District premises. The regulation requires that for each building that has equipment that emits radio frequency, we notify parents that this equipment exists on the school’s premise.
The intent of this notice is to inform all parents, that there is equipment on site at your child’s school that emits radio frequency emissions. The equipment located on site is in compliance with FCC requirements.

Indoor Air Quality (IAQ)
Providing a healthy, safe and comfortable work and learning environment for students and staff is a critical component of Minneapolis Public School’s (MPS) mission. In accordance with Minnesota Statutes, Minnesota Department of Health and EPA guidance on IAQ in schools, MPS has implemented its Indoor Air Quality (IAQ) Management Plan to improve, monitor and maintain acceptable IAQ in the school buildings by:
- Minimizing indoor air pollutants through preventive measures such as routine maintenance activities, periodic building evaluations and inspections, and IAQ-specific procedures. This will reduce the likelihood of health problems, including asthma, respiratory infections, allergic reactions and other health problems.
- Maintaining ventilation equipment and providing air flow, air exchange rates and filtration in accordance with recommended American Society of Heating, Refrigeration and Air Conditioning Engineers (ASHRAE) standards. This will limit temperature, humidity and ventilation associated problems, which will foster students’ comfort and learning.
- Preventing indoor air quality events, which will help slow building deterioration, avoid school closures, minimize liability risks and foster a positive relationship among parents, teachers and the school administration.
- Responding to IAQ-related concerns in a thorough and prompt manner through investigation, documentation, and effective communication.
In response to the COVID-19 pandemic, MPS implemented improvements to our school’s ventilation systems including fresh air controls and increasing air filtration. These improvements will stay in place beyond the pandemic and will greatly improve IAQ going forward. Specifically, air filtration in our schools was increased from MERV 11 to MERV 13 in approximately 90% of ventilation units and this percentage will continue to increase. Where ventilation systems could not increase to MERV 13, classrooms are provided portable HEPA units. Lastly, MPS will be working to implement recommendations prescribed in the 2023 ASHRAE Standard 241, Control of Infectious Aerosols.
Organic Herbicide & Pesticide
Minneapolis Public Schools has made great strides in reducing the use of chemicals in our grounds maintenance and we continue to move towards organic herbicide practices.
In 2017, led by Environmental Health & Safety, MPS convened a Pesticide Advisory Committee to review chemical usage in grounds and pest management and to support the transition to chemical free alternatives. The committee found that MPS used chemical products in the pest control program, spot weed control and in sports field maintenance. Recommendations were created to address these three areas.
Based on a recommendation of the committee, MPS custodians have put into practice the use of vinegar for spot weed control and the MPS Grounds department has transitioned to using steam for weed control along fence lines. In the past, chemical weed killers were used for these purposes.
Improvements have been made to MPS' pest control through an introduction and adoption of Integrated Pest Management (IPM). IPM is an approach to pest control that emphasizes using a balanced combination of methods while using chemical pesticides as the last resort. Methods used include eliminating food sources and harborage locations, maintaining buildings to prevent the introduction of pests, practicing good sanitation procedures, inspections, mechanical traps and the use of botanical deterrents. This program has virtually eliminated the use of chemical pesticides districtwide.
MPS is piloting a program at Franklin Elementary school to use organic methods to maintain their sports field. This is the final area of focus in our efforts to transition away from the use of chemicals in Grounds and Pest Maintenance. Currently, Minneapolis Public Schools contracts with a licensed company to perform chemical fertilization and weed control on our fenced sports fields only (not on school grounds). The non-organic products they use are as follows: Escalade2 Herbicide, Arena 0.25 Insecticide, Trugreen Fertilizer Solution and 2505 Fertilizer. The Safety Data Sheets (SDS) for these products are available by contacting EH&S.
This pilot program will address chemical usage in our sport field maintenance program and once completed, replace the need for contracted chemical lawn service. MPS hopes to learn from this pilot program so we may identify and implement needed processes to reach our goal of a chemical free MPS.

Radon Safety Management Plan
Radon is an odorless, colorless gas produced by the natural breakdown of uranium in soil, rock and water which can then get into the air we breathe and cause significant health problems. According to the EPA, radon gas can be found all over the U.S. in any type of building — homes, offices, and schools — and can result in a high indoor radon level.
Minneapolis Public Schools (MPS) is committed to providing a safe and healthy learning and work environment for all of our students and staff and performs radon testing in accordance with all Minnesota Department of Health (MDH) guidleines. We recognize the importance of protecting our students and staff from potential radon exposure and are confident the procedures established in the Radon Safety Management Plan will accomplish that goal. The Plan is designed to minimize the exposure of students and staff to radon gas throughout the MPS district and is a continuation of the efforts that MPS has made since the mid-1990s. MPS Environmental Health & Safety (EH&S) manages the implementation of the Plan and it is reviewed annually by the EH&S Manager and updated as required.
All school buildings in the district were tested for radon in 1996. Eight schools were found to have rooms with radon levels above the EPA and MDH action level of 4.0 picocuries per liter of air (pCi/L). Mitigation methods were implemented, and the areas were re-tested to confirm that the levels were below the action level. In 2017, MPS continued our radon testing program. Radon testing has now been completed in all district buildings and will be performed continuously on a 5-year rotation. Radon levels throughout the district buildings have been found to be very low with follow-up testing and/or mitigation methods implemented in any space found to be elevated to ensure that radon levels are below the action level.

This Safety Plan is designed to minimize the exposure of students and staff to lead in drinking water throughout the MPS system and is a continuation of the efforts that MPS has made since the early 1990s.
This Safety Plan was developed in compliance with Minnesota Statutes section 121A.335 and the Minnesota Department of Health (MDH) and the Minnesota Department of Education (MDE) document “Reducing Lead in Drinking Water a Technical Guidance and Model Plan for Minnesota’s Public Schools” dated April 2018.

Asbestos Management Plan
In accordance with the Environmental Protection Agency’s (EPA) Asbestos Hazard Emergency Response Act (AHERA) Asbestos Containing Materials (ACM) in Schools Rule (40 CFR Part 763, Subpart E) and Minnesota Department of Health (MDH) rules and regulations, MPS monitors all ACM within its District buildings and performs periodic surveillance and re-inspections to ensure that the materials are maintained in good condition. If ACM are to be disturbed by renovation activities or if a response action is required, appropriate precautions and/or abatement methods as defined in the federal and state regulations are implemented and followed.

Radiofrequency Safety
In accordance with District Regulation 7010 B regarding Radiofrequency (RF) Safety and to ensure that RF levels are in compliance with Federal Communications Commission (FCC) standards, MPS performs radiofrequency testing at all District sites where RF generating equipment is present.
